You could create a free CGI, PHP, or ASP (or even JavaScript) and give it away from your web site.
You could require that people using your script have a link-back to your web site, or, if it works for your particular script idea, you could design your script to include these link-backs automatically.
Once you've created your free script, you can list on sites like HotScripts.com . The more sites who use your script - the more free links you get from other sites.
