Web Rings are groups of sites (usually all on the similar or closely related topics) that have got together and work as a team to promote each other.
The way that Web Rings work is that each member site include code that allows surfers to easily navigate through the sites in the Ring.
You could join (or start) a Web Ring if you don't mind linking to competitors' sites (if sites are on the same topic as yours, it's likely that at least some are going to be competitors).
If you're looking for a Web Ring to join, go to DMOZ and try a search for "Web Ring" (you might want to add some more specific keywords about your site's topic, to narrow down the results a bit). I'm sure you can find even more Web Rings at other search engines too.
